Submitted as supporting evidence to Edward Bell’s witness statement, Edward Bell recommends in this memo that the Secretary of State agree to the continued assessment of export licence applications on a case-by-case basis and that if they judge that the clear risk threshold has been crossed they must stop licensing equipment for export to Saudi Arabia and revoke or suspend extant licences. It does not recommend suspension at this time, however.
