This report discusses the gaps in accountability for European arms exports by assessing the mechanisms in place in 11 European countries to challenge authorised arms exports.

This report conducts an analysis of national legal frameworks and case law across Belgium, France, the Netherlands, Germany, Spain, the UK, Austria, Switzerland, Italy, Romania, and Sweden to measure accountability for European arms exports when resulting in injury in third states. It concludes that there are significant inadequacies in the legal systems of these countries, which present several barriers to holding arms corporations accountable and thereby providing effective remedy to victims of gun violence.
