Submitted as supporting evidence to Edward Bell’s witness statement, this email from the Export Control Organisation to the then Business Secretary recommends that he agree in principle with the foreign secretary’s advice to not suspend extant licences or the processing of new licences of arms export licences and Saudi Arabia, but to defer a final decision until legal advice has been received. This submission highlights concerns with ‘gaps in knowledge’ regarding airstrikes by Saudi Arabia, but concludes that the FCO had sufficient information to make proper assessments against the Criteria.
