First Intervener Skeleton (High Court of Justice)

This provides an outline of the first intervener’s case with regard to hearing at the High Court of Justice on 7th and 8th February 2017. It maintains that as elaborated on its submission of 16 January 2017, it has provided additional reasons to find that the Secretary of State has failed to perform a lawful review as to whether the licences at issue in the case comply with the Consolidated Criteria, and emphasises that the Court should engage with the substance of its arguments.
