In response to the claimant’s lawsuit, the government argues that the right to access information is separate from the right to freedom of expression, and is itself not a fundamental right but an ordinary right regulated by domestic law (Law 19/2013). It argues that this right is not absolute and can be subject to permissible limitation that it considers are established in this case.
