Acting as formal interveners in this appeal, Amnesty International, Human Rights Watch and Rights Watch UK make a written submission in relation to two issues. First, the value and unique advantages of NGO, UN and third party reports as evidence of violations of IHL on the part of the Saudi-led coalition in Yemen, and second the position under international law with respect to the interpretation of the threshold of clear risk under Criterion 2 of the Consolidated Criteria.
