The claimants appeal the decision to extend a licence for exports to Egypt before the District Court, seeking to eventually bring the case to the Court of Appeal in order to obtain a determination on whether NGOs are able to challenge decisions on arms exports under EU Law in administrative courts. This case is brought because when the claimants previous challenge was deliberated in the Court of Appeal the contested licence had already expired and therefore the court did not comment on the question of standing. The claimants submit that they are defending ‘general or collective interests’ in bringing this case and their case should be admissible under the administrative route and on the basis of the EU Customs Code.
