The government responds to the claimant’s request for permission to bring an appeal. It submits that none of the three grounds relied upon by the claimant in its request for appeal has any real prospect of success, and while it acknowledges that this is a serious issue, it does not accept that this constitutes a compelling reason why the case should be heard.
