This brief aims to provide lawmakers with a comprehensive summary of existing recommendations for arms transfer reform that can be implemented through legislation and oversight. It aims to support the US Congress in clarifying the roles and responsibilities of the US executive branch when negotiating and engaging in arms transfers, strengthening oversight and responsibility over arms transfers, and increasing transparency and awareness.
